Answer 1 :
Not all plane tickets are the same price! Where are you flying from? From Jakarta a flight will be cheaper than a from the US or Britain!

You can go to your nearest travel agent and check what the prices will be from your country - where ever that is!

After you know what airlines fly from your nearest airports then you can also check those airline websites. Don't fall in love with a particular date - check the price of a plane ride a couple days ahead of time and a few days after to see if the price changes. Different days sometimes means different prices!

Need more info from you. You may have to see what you need for a visa if you are not flying to Manila from within the PI area. From the US you get a free 21 days on arrival at the airport. The country you come from, or the passport you travel under may determine how many days you get.

Answer 2 :
It depends where you are coming from. If you're just taking a domestic flight, Cebu Pacific would be relatively cheaper than Philippine Airlines or Air Philippines. PAL also has promo offers, prices of which can be comparable to that of Cebu Pacific. To avail cheap tickets you must book your flight months before your trip.

If you are taking an international flight, there are several airlines that could give you relatively cheap rates. If you're coming from the US, you can check out Asiana Airlines. There are cheap flights from Malaysia through Air Asia. I find Singapore Airlines' flights cheaper to and from Australia. You might also wanna check Tiger Airways.

Basically, it depends on your departure location. I would personally recommend the Philippines' official carrier, Philippine Airlines. It's not the cheapest out there but you definitely get your money's worth. You could also check with Cebu Pacific since they have international flights as well.
